摘要
公平已成为当今国际学前教育改革发展的基本理念和首要目标。为切实实现学前教育公平,世界主要国家和地区以政府为主导实施多种政策并取得了显著效果,其主要特点表现在以下方面:明确政府推进学前教育公平的主导地位;明确将发展经济落后地区学前教育作为政府主导推进学前教育公平的着力点;建立以公平为导向、弱势为重点的学前教育财政投入体制;以公立学前教育机构为主体促进学前教育公平;以弱势儿童为重点实行免费学前教育;加强学前教育监管与质量评估,促进学前教育质量公平。国际政策对我国学前教育公平政策和学前教育改革发展具有重要的启示和参考价值。
Fairness is the basic concept and the primary goal in the reform and development ot early childhood education in the main countries and regions. In order to realize the fairness of early childhood education, the main countries and regions in the world have strengthen the leading role of government and carried on various support policies which have achieved significant effects. The international policies have significant and beneficial enlightenment to China.
