高校权力运行的内部监督机制研究

Studying the Internal Supervision Mechanism of Power Operation in Colleges and Universities

加强高校权力监督体系建设是高校廉政建设的重要内容。高校权力内部监督主体包括高校党代会和党委全委会、高校纪检监察部门和群众,然而这些监督主体在监督职能的运行中都存在着一定的困境。鉴于此,突破困境、完善监督机制应采取的对策为:坚持协调性原则,充分发挥高校党代会和党委全委会的监督作用;坚持独立性原则,强化高校纪检监察部门的监督作用;坚持公开性原则,构建上下左右相互结合的群众监督体系;坚持系统性原则,加强对权力运行起点和结果的全程监督。

To strengthen the power supervision remains a vital content of building a clean and honest aoministration of colleges and universities. The internal supervision parties include Party Congress, Party Committee and discipline inspection and supervision departments of colleges as well as the masses. However, they show some weaknesses during their operation. So, to break such embarrassments and improve supervision, the pa- per suggests the following measures： adhering to coordination principle to bring into full play the supervision from Party Congress and committee of colleges; carrying independence principle to strengthen supervision of discipline inspection and supervision departments ; persisting in the rule of openness to build a masses supervision of mutual combination in all levels; following principle of system to enhance all-process supervision from starting of power to its ending.
