摘要
从实证研究的角度对地方基础教育改革进行分析和讨论,将在一定程度上拓展人们对地方教育改革发展状况的认识和判断。通过对《人民教育》的文本分析,结果表明:地方基础教育改革随年代变化呈逐步上升趋势,但同时区域差异明显,东部地区的改革案例占了六成以上;地方基础教育改革的主要动因为发展驱动;地市、县区级地方改革是地方基础教育改革的主体;教育改革的内容以为教师发展、教学和行政管理改革为主;行政单方推进是地方基础教育改革的主要方式,社会参与的比重非常小。建议加强对中西部地区教育改革的关注,构建地方基础改革的共同体模式,同时处理好改革意愿、改革行为和改革绩效之间的关系,鼓励发展驱动的教育改革。
Analyzing and discussing the local education reform from the empirical research perspective will expand our knowledge and judgment on local education reform and development to a certain extent. Through the text analysis of "people's education", we can clearly see the following results: the local basic education reform displays the gradually ascending trends with the change of time. At the same time, regional differences are significant, e. g, the reform of the eastern region .accounted for over 60% of all cases ; the re- form of basic education was mainly driven by the development; basic education reform in cities and local county level consisted of the majority of local basic reform ; the content of education reform mainly consisted of teacher development, teaching and administrative re- forms ; unilateral driving by administrative force is the main form of local basic education reform while the social participation just coun- ted a very small proportion . It' s recommended to pay a closer attention to the education reform in central and western regions, and build a community mode to perform local basic reform. Meanwhile, in order to encourage the development of education reforms, we should manage the relationship of reform willingness , reform actions and reform performances.
