美好乡村视阈下农村土地整治与环境法制建设——以安徽省为例

Land Consolidation and Environmental Legal System Construction in Rural Areas of Anhui Province:Under the Perspective of Beautiful Country

土地整治是安徽美好乡村建设的重要抓手,它与农村的生态环境关系密切,而相应的环境法律法规,是协调两者关系的有力保障。当前维护安徽美好乡村建设的环境法律法规的实施,存在自身可操作性不强、宣传教育不到位、部门间难以形成合力、执法力度不足等问题,应采取加快地方立法工作、弥补法律法规空白,加强环境宣传教育、激发公众积极参与,合理确定部门分工、完善建设管理责任,加大环保执法力度、健全绩效考评制度,完善法律监督体系、构建监管长效机制等措施。

The land consolidation, which is important to the beautiful country construction in Anhui Province, has close relationship with rural ecological environment. The relevant environmental laws and regulations provide strong guarantee for coordinating the relationship between them. At present, there are problems in the enforcement of the environmental laws and regulations related to the beauti- ful country construction in Anhui Province, such as weak operability, insufficient publicity and law enforcement, lack of cooperation between departments and so on. In view of this, the following meas- ures should be taken： accelerating the local legislation, perfecting the law system, strengthening the environmental propaganda and education, arousing the public participation, reasonably ascertaining the responsibility of different departments, completing the management liability, strengthening the environmental law enforcement, perfecting the performance appraisal system and legal supervision system, building long-term supervision mechanism, etc.
