摘要
在全球化的过程中,很多国家通过产业集群创新、设备购置策略、专利引进策略,成功地借助发达国家的先进技术进行二次创新,形成了自己的核心技术并出口到原创国;也有很多国家摆脱不了国外技术的援助,陷入了引进落后再引进、再落后的技术依附陷阱。对此关系进行分析,并提出对策。
In the course of economic globalization, some countries make the second innovation with the help of the ad- vanced techniques which come from developed country and evolve into their own core technology, through industrial clusters innovation, tactics of investment in new plant and import patent. Some countries cannot escape the aid of the abroad ad- vanced techniques and fall into the trap which adheres to the abroad aid. The article analyzes the the phenomenon and and some suggestions are proposed.
