摘要
通过对关于公共R&D活动绩效评价的国内外相关文献进行梳理,根据评价学的内涵框架,目前针对公共R&D绩效评价的研究主要集中于按照评价对象(计划、项目、院所、高校)、评价内容(体现为评价指标)、评价方法三大类别路径所进行的探讨。明确的评价对象是评价工作的起点;全面评价内容是评价工作的核心;合理的评价方法是评价工作的工具。但集中于对评价对象本质特征的认识还不够深入,对评价内容的表征还有待准确和全面,评价方法需要拓展与综合且更要关注可行性,只有三者的匹配与对应实施,才能构成公共R&D绩效评价工作的规范体系。
From public R&D performance evaluation research status recently, it is found that the studies mainly focus on three parts: evaluation objects, contents (embodied in evaluation index) and methods. They are the starting point, the core and the tool of evaluation word. But focusing on the essential characteristics of evaluation objects are not well under- stood, the evaluation contents index representation remains to be more accurate, the evaluation methods need to be expand- ed and more comprehensive under the condition of feasibility. The three parts constitutes the standard evaluation system by matching and corresponding implementation.
