摘要
城市轨道交通应急管理是城市应急管理的重要领域。我国已进入"双重风险社会",加强城市轨道交通应急管理已成为迫切需要。文章立足风险社会的时代背景,基于复合治理视角,紧密结合广东省轨道交通应急管理面临的形势,提出加强轨道交通应急管理的对策框架:以政府为主导、轨道交通企业为核心主体、社会组织(NGO)和民众广泛参与,以进一步科学、系统地加强广东城市轨道交通应急管理。
China has entered the period with a high - risk society, strengthening the emergency management of urban rail transit has become an urgent need of the society. With the concept of compound governance, based on the status of rail transport＇ s emergency management in Guangdong, the article proposes the basic idea and strategy framework to strengthen the emergency management of urban rail transit in Guangdong, that should follow the guiding principle ＂guided by the gov- ernment, rail transport companies as the main, supplemented by social organizations＂ to strengthen rail transit emergency system in Guangdong with a scientific and systematic way.
