征地拆迁过程中的多元主体协同研究---基于湖南省湘潭市的调查

Multiple Subjects for Collaborative Governance in Land Acquisition and House Demolition of Urbanization

推进以人为核心的城镇化急需破解征地拆迁难题,改进征地拆迁的社会治理方式。本文对湖南省湘潭市征地拆迁涉及的政府部门、开发商、村委会和村民等利益主体进行了问卷调查和深入访谈,指出征地拆迁前期、中期、后期社会治理方式存在的突出问题,提出构建征地拆迁前期利益协同、中期资源协同、后期政策协同的多元主体协同方式,从而把征地拆迁涉及的各个利益主体及环节有机地协同起来,以保障城镇化健康发展。

New urbanization urgently needs to solve the difficult problem of land acquisition and house demolition. In order to solve this difficult problem, the paper points out some problems existing in the land acquisition and house demolition by a questionnaire survey and interviews to government departments, developers, villages and peasants in Xiangtan City, Hunan Province. It also puts forward building some collaborative manners of multiple subjects, which include the interests＇ coordination manner, resource synergy manner and policy coordination manner, to better solve the problem of land acquisition and house demolition, and to better promote the new urbanization construction.
