Structural Imbalance of Urbanization and the Reform Path of Zoning

当前城镇化发展的突出问题是速度迅猛但结构失衡。以优化城镇化结构为着力点,加快推进新型城镇化是解决这一矛盾的有效举措。新时期应将推进县镇城镇化作为破除城镇化结构失衡和实现新型城镇化的重要途径,并以区划改革为突破口助推县镇城镇化发展。围绕区划结构扁平化和经济社会管理权限重心下移,加快推进"省直管县"、"市辖区不辖县",培育中心镇,规划"镇并村",实行城乡二元差距约束性指标考核,为县镇城镇化提供体制保障和动力支撑。

The contradiction of urbanization is the incongruity between structural imbalance and the rapid pace at present. It is the fundamental measure to resolve this contradiction by optimizing the structure as the focal point and accelerating ur- banization. We should promote the urbanization of country towns to solve the structural imbalance and achieve the new urbanization. At the same time, we should also reform the zoning administration as a breakthrough to speed up the de- velopment of country towns. In brief, the way is to promote the province directly governing county and the municipali- ty governing districts only, cultivating center town, programming town and village scientifically, and executing bind- ing targets and so on. Only by delivering the zone management structure and delegating administration power, could we provide institutional basement and development power for urbanization of country towns.
