A Study on Rebuilding the Effective Participation Model in Public Decisions

公众参与必然会深度影响公共决策的制定与执行。托马斯的公众参与有效决策模型是解决如何实现有效参与的问题,进而提升公共决策合理性的有益尝试。对于该模型,国内学者在承认其价值的同时又对其进行了继承性的批判与发展。基于此,本文试图将其继续向前推进,构建了以参与范围、参与形式、参与程度、参与保障、参与效果评估五个维度为核心、与公共决策过程相契合的公共决策有效参与模型。

Public participation is bound to affect the public policy making and implementation. Thomas＇ efficient model in public decision--making is a good example to solve how to achieve effective participation and further enhance the rationality of public decision--making. For this model, in addition to recognizing its values, domestic scholars criticized and de- veloped the model with succession as well. Based on this, the essay tries to move its study forward, and rebuild an ef- fective participation model in public decisions. The new model has five dimensions, namely participating scope, partic- ipating approaches, participating depth, participating guarantee, participating effect and its assessment. Meanwhile, this model fit public decision--making process.
