加强“自治”还是走向“三个分不清”?——对云南大学有关民族政策研究的评析

Autonomy or “Three De- differences”: Studies on Ethnic Policies at Yunnan University

近些年来,云南大学学者对民族政策的研究有两个不同的思路:一是继续强调、辨析民族多元、特殊和差异性,希望通过加强和改善民族区域自治法促进民族地区的发展;二是强调一体化,倡议各民族从融合走向民族之间没有差别的"三个分不清"。两个思路与六十余年前发生在云大校园的吴文藻与顾颉刚、傅斯年之争虽有相似之处,但是随着时间和环境的变化,人口的大规模流动,今天的民族大团结已上升到一个新的高度,民族政策如何适应新形势所需进行调整,云南应如何面向东南亚发展大趋势,值得学者们进一步讨论。

In recent years, scholars at Yunnan University have formed two different groups concerning the studies on ethnic policies. One group emphasizes and differentiates ethnic diversification, specialty and differences, and hopes to strengthen and improve the Re- gional Ethnic Autonomy Law to promote the development of ethnic regions. The other emphasizes integration of all ethnic groups from ethnic fusion to the so- called ＂Three De -differences＂ among the ethnic groups. Though the differences between the two school are similar to the debate among Wu Wenzao, Gu Xiegang and Fu Sinian in Yunnan University about 60 years ago, the ethnic solidarity in contemporary China has already reached a new level with the changing times and environments as well as some large - scale population flow. Thus, it is worthwhile to further our studies on ethnic policies in the new situation when Yunnan faces the challenge of further o- pening -up to Southeast Asia.
