摘要
改进中小学校特别是乡镇学校的管理,促进县区基础教育"公平而有质量"的发展,是中国西部地区基础教育发展的一项重要课题。联合国儿童基金会"爱生学校的学校管理"项目在西部地区中小学学校进行的管理改进策略探索,克服了中小学学校管理中"以学生中心"知行不一以及缺乏整体改进两个突出问题,其成效具体体现在:从儿童视角审视、反思和改进学校工作;将"以学生为中心"理念进行系统化和具体化表述;以学生为中心制定学校发展规划;以爱生学校标准为导向对学校管理改进进行持续监测与评估;在专家指导下和推动学生参与上建立多元参与的学校管理自主改进机制。这些经验对该项目在中国中东部地区的推广,也具有一定的指导价值。
It is an important task for the development of basic education in west China and the guarantee for equal and high -quality ed- ucation opportunities for all to improve the management of middle schools and primary schools, especially the management of village schools. The United Nations Children's Fund (UNICEF) has promoted the Child Friendly School (CFS) Program in west China. The CFS Program aims to improve the management policies and strategies in such schools and solved the two problems in the implementation of "student -centered" education and the integration of knowledge and practiee. Its achievements find expression in the following: It aims to review and improve the school nlanagement from a child's perspective, to fommlate a systematic and concrete theory on "student - centered" education, to make "student - centered" school developing plans, to keep an ongoing monitoring and evaluation on the school management and reform with the standard of CFS, and to establish a school management mechanism with a multi - sector participation under the guidance of the experts involved, which will have some guiding value for promoting the CFS Program in central and east China.
