十堰乡镇领导干部运用法治思维能力调查研究

Survey on Primary-Level Cadres' Ability of Applying Legal Thinking in Shiyan

提高领导干部运用法治思维能力,是党的十八大在新形势下对各级领导干部如何治国理政提出的新要求,也是全面落实依法治国基本方略的一项新内容。调查围绕如何准确理解和把握法治精神、法治思维的特征以及基本方式三个方面的内容,采用问卷调查与座谈相结合的方式对十堰市辖区8个具有代表性的乡镇进行调查。结果表明大多数被调查者有较好把握,但存在整体不平衡、个体把握不精准等问题。针对这些问题提出加强十堰乡镇领导干部运用法治思维能力的建议。

The 18th National Congress of the Communist Party of China puts forward to improve the ability of applying lcgal think- ing of cadres, that is a new requirement for cadres at all levels about how to govern the country and a new content of implementing the basic strategy of governing the country by law under the new situation. The paper makes a survey of the cadres of 8 representativetownships in Shiyan City concerning three aspects about how to correctly understand and grasp the law spirit, the characteristics of le- gal thinking and essential modes, through the combination of questionnaire and discussion. The result shows that many of partici- pants grasp and apply the legal thinking ability well, but there still exists problems, such as imbalanced ability of cadres＇ legal thinking, inaccurate grasp of the law spirit. Based on the above problems, the paper proposes suggestions on enhancing the primary- level cadres＇ ability of a.pply_ing _legal th!nklng.
