“能人模式”之外的农村建设新选择——以“华明模式”为例

A New Choice of Rural Construction out of “Able-Man Model”: Taking “Huaming Mode”for an Example

改革开放之后,随着市场经济的建立,农村中的"能人"治理现象兴起,如华西村、南街村等,"能人模式"似乎成了农村建设发展的唯一模式。然而,天津市东丽区华明镇开拓了"宅基地换房"的"华明模式",并取得卓著的成果。"华明模式"具有极其重要的启示意义,为新农村建设提供了新的道路,同时也为"能人模式"在新时代的大背景下向制度化、法治化和民主化的过渡提供了实践范本。

However, Huaming Village （in Dongli District, Tianjin） develops a mod el of ＂homesteads replaced by houes＂ called ＂Huaming Model＂, and acquires great success. This enlightens us that ＂Able Man Model＂ will never be the only way in the rural construction. The ＂Huaming Model＂ is an appropriate ex ample for reference, and it gives the rural construction a brand new approach; meanwhile, under the background of new age, the ＂Able Man Model＂ can get a practical model, from ＂Huaming Model＂, of transiting to institutionaliza tion, legislation and democratization.
