村民自治背景下干群关系问题的思考——以安徽省M县为例

Reflections on the Relationship between Cadres and Masses under the Background of Villager Autonomy

通过对安徽省M县村民自治过程中干群关系问题的抽样调研,认为影响干群关系的突出问题主要有以下几个方面:村民的价值观和信仰出现"危机";农村基层党组织的功能受到削弱;村民自治中的"四个民主"流于表面化和形式化;村干部"为民服务"意识淡薄。并对如何构建和谐的干群关系提出了具体的建议。

Sampling and questionnairing of the relationship between cadres and masses in M County, Anhui Province reveal that four factors will influence such a relationship in villager autonomy： the belief and out- look crisis among villagers, the weakening of village,, grassroots organization, the superficial and formalized democracy in villager autonomy, and the weakening of service awareness among village cadres. In response, this paper puts forward suggestions to form a harmonious relationship between them.
