根据机场设施体现的收益性、公益性和是否可经营性将各类设施分成四种类型,对各类设施建设中设施提供者和生产者的委托代理关系进行分析,根据参与主体的不同交易属性构建不同的治理结构,从而解决政府投资设施建设中激励困境问题。

The paper classifies four kinds of airport equipment according to profitability, public service and operation, analyzes the relationship between equipment provider and trust agent, and constructs various treatment structures according to various transactions, so as to solve the incen- tive difficulty of government-invested equipment.
