“两型社会”背景下武汉城市圈城镇化质量评析

Evaluation on the Quality of Urbanization in the Context of “Two-oriented Society” in Wuhan Urban Agglomeration

该文探讨了城镇化质量的内涵及意义,并以武汉城市圈为例,从经济产业发展质量(经济规模、经济活跃度、产业结构水平)、城市公共服务质量(城镇规模、设施供给、公共服务)和城乡公平发展质量(公共福利、城乡收入及服务差距、生态环境)三方面,构建武汉城市圈城镇化质量的评价体系。评价结果显示,武汉城市圈城镇化发展差异大,质量普遍不高;部分县市区经济产业发展、城市公共服务和城乡公平发展欠平衡;城市公共产品供给赶不上城镇人口聚集速度;城乡差距明显,阻碍城乡社会公平的发展。

Urbanization quality is the degree of coordination of urbanization rate and the development of the various elements in the process of the urbanization. This article explores the meaning of the quality of urbanization and builds evaluation system of quality of urbanization from the three aspects of the quality of economic development, the quality of public service and the quality of equitable development between urban and rural to summarize the characteristics and problems of the development of urbanization in Wuhan urban agglomeration.
