本文阐述了安全与生产既相互依存,又相互制约的对立统一关系。理论结合实际,对不安全状态的内涵、特性进行了阐释,对不安全状态进行了等级划分。在此基础上,对如何既保安全,又保生产,如何具体问题具体对待,科学处理生产企业在不安全状态下是否应停产整改进行了探索。

Safety and production is interdependent and interactive, a relation between conflicting and unifying is expounded and unsafety statues and characteristics are interpreted in this paper. For unsafety statues, grades are divided. Based on the above, how to ensure safety and production, how to make a concrete treatment of a concrete matters, it is scientifically approached whether or not stop production to reform under the unsafety state in production enterprises. It believes that this is of great benefit for enterprises.
