摘要 在知识经济背景下,区域竞争力的动因中人力资源是最为核心的因素。但是纵观延边地区的情况,长期以来人力资源流失非常严重,未来趋势也不容乐观,且潜在人力资源的胜任力也存在问题。如果不采取有效措施尽快解决,将会严重制约延边地区区域竞争力的提升。为解决当前问题,必须加强对人力资源重要性的认识,制定区域人才胜任力标准,需要引进高胜任力人才和强化人才胜任力教育。 Knowledge-based economy makes human resource a critical determinant among all of the driving forces of regional competiveness. However, drain of human resources has been serious for a long time in Yanbian and the future trend is not optimistic either. The upgrading of the regional competitiveness in Yanbian will be restrained if effective measures can not be taken in time. Measures to improve the present situation should be as follows: to enhance the importance of human resource and standardize the talent qualification; to introduce more qualified talents and strengthen the education of competency.
