Problems and Solutions: A Study on How to Build a Moderately Prosperous Society in Tibetan Area Comprehensively

甘青川藏区地处甘肃、青海和四川三省的交接地带,是国家重点帮扶的民族贫困区之一。确保到2020年实现全面建成小康社会宏伟目标,是甘青川藏区需要完成的重大历史任务。尽管"上天恩赐"的自然资源和"后天帮扶"的国家政策为甘青川藏区全面建成小康社会宏伟目标的实现提供了良好条件,但前进路上仍然面临诸多难题亟待解决。甘青川藏区如期实现全面建成小康社会宏伟目标,必须切实领会中央文件精神,以国家政策为导向,立足区域发展实景、敢于直面棘手问题,坚持走符合区域实际、体现民族特色的发展之路。

The Tibetan area, located in the transition zone of Gansu, Qinghai and Sichuan provinces, is one of the poor and ethnic areas in which the development heavily relays on the help from the central government. The great historical mission that this area should fulfill is to ensure that they have to meet the goal of constructing themselves in a well - off society totally. Although the ＂God＇ s gift ＂ of national resources and the ＂acquired helping＂ policies provide them favorable conditions to complete their task, there still exists some hard problems in their development. If the mission in this area can be finished on time, based on the reality of the characteristics, they have to understand the spirit of the documents from the region＇ s developing way and regional central government and follow the its policies.
