This paper answers the following questions about national petroleum corporations: Can the national oil companies be managed to attain competitiveness? Will national oil companies trend towards privatization? These and other questions are analyzed in light of the emergence and development of national oil companies throughout the world. Conclusions about the national petroleum corporations include: 1) they are certain to emerge in terms of history; 2) they must integrate the upstream and downstream sectors, 3) they must operate in the international marketplace, 4) they must further reform and open up to foreign investment, 5) they must be staffed by professional entrepreneurs.
