摘要
以公立三甲医院为研究对象,建立一套科学、实用性强、易于推广的医院绩效考核体系。通过以平衡计分卡法、KPI法、目标管理法和利益相关者模型为理论基础,综合采用文献参考法、专家咨询法、实地调查法以及关联分析和差异分析进行指标集的筛选和构建。利用层次分析法和熵权法进行权重的确定,根据加权TOPSIS综合评价法和目标参照法、比较法、区间法、加分发、减分法等具体评分方法综合计算最终的评价结果。结合当前我国医院绩效考核关注的核心问题有针对性地进行我国公立三甲医院绩效考核体系的构建。通过实证分析证明了所建绩效考核体系的科学性和实用性。构建的思路和方法可以为卫生行政管理部门和三甲医院自身绩效考核体系的设计提供参考。
With the third grade A hospital as the research object, a set of scientific, practi- cal, easy to promote the hospital performance appraisal system is established. By using the balanced scorecard method, the KPI method, the target management and the stakeholder model as the theoretical basis, and comprehensively adopting the documentary reference method, the Delphi method, the field survey, the association analysis and the variation analy- sis, index set is screened and constructed. Weight is calculated by taking advantage of the AHP and the entropy method. According to method, the comparative method, the interval the weighted TOPSIS and the target reference method, the bonus method, the reduction meth- od, the final evaluation results are calculated. At the same time, combined with the core is- sues of the current performance appraisal of the public hospital, the performance appraisal system of the third grade A hospital is targeted to set up. The empirical analysis shows that the performance evaluation system is scientific and practical. The design idea and the meth- od of construction can provide reference for the health administrative departments and the hospital's performance appraisal system.
