对“大市场,小政府”市场经济模式的反思——基于西方和拉美国家教训的研究

Rethinking the So-called "Big Market,Small Government" Market Economy Model——The Lessons from the Western and Latin American Countries' Experience

本文认为,"大市场,小政府"市场经济体制以新自由主义为指导,以私有制和雇佣劳动为基石,存在十分严重的缺陷。实行该模式的西方发达经济体呈现加速衰落态势,产业严重空洞化,实体经济高度萎缩,经济虚拟化、服务化程度加深,两极分化不断加剧而国家竞争力日益衰落;实行该模式的拉美国家落入中等收入陷阱,失去经济持续发展的势头,少数大资本获得暴利而多数劳动者陷入贫困,高经济增长的承诺成为泡影。在中国鼓吹"大市场,小政府"市场经济模式,既违背时代潮流,也不符合中国国情,应当引起全社会高度警惕。中国只有坚持走中国特色社会主义道路,健全和完善社会主义市场经济体制,坚持政府主导的经济发展模式,才能全面建成小康社会,实现社会主义现代化。

The so-called ＂Big market, Small government＂ market economy model which based on the private ownership and employed labor system has serious defects. The western countries which have carried out such model have been approved to facing so se- rious difficulties as economic declining, industry hollowing out, the real economy atro- phied, economy＇s virtualization and service oriented tendency. Latin American countries which have carried out such model have dropped into so called ＂middle income trap＂ and facing many difficulties such as economic declining, extreme disparity between the rich and the poor, lower speed in economic growth. The ＂Big Market, Small Government＂ market economy model is not inconsistent with Chinese national conditions and violates the tendency of the day of the 21＇h century. The paper thinks that only China takes the road of socialism with Chinese characteristics, strengthens and perfects socialist market economy model, insists on government-dominant model of economic development, Chi- na can achieve success in the construction of a well-off society and realize socialist mod- ernization.
