通过对"先看病后收费"制度的实施背景、运行现状、对其在实施过程中所出现的问题进行了分析,认为有必要通过建立健全社会诚信体系、引入慈善基金机构、严格具体流程规范、强化政府和医保部门的制度保障、建立补偿机制等措施助推"先看病后收费"的进一步贯彻落实,为我国医改的实施不断注入新的活力。

By analyzing the implementation background, operation status and the problems during the implementation of the policy of ＂Medical Treatment First, Charge Later＂, this paper proposed it was necessary to establish a sound social credit system, introduce the charity institutions, strict specific process specification strictly, strengthen the government and the system guarantee of the health sector, establish the compensation mechanism and other measures to boost further its implement, in order to continuously inject new vitality for the implementation of the health reform in our country.
