基于中朝跨境经济合作区的财政政策研究

Research on the Fiscal Policy Chinese Cross-border Economic Cooperation Zone

具有地缘优势与经济互补性的中朝两国跨境经济合作区的建立,是顺应经济全球化与区域经济一体化发展的必然趋势。首先以中朝两国政府出台的振兴规划为切入点,立足于两国政府的地区发展战略,通过对中朝两国的经济发展现状比较,分析建立两国跨境经济合作区的可行性与障碍性;其次,立足于两地的比较优势,总结了两国开展跨境经济合作的优先领域与有利因素;最后,基于我国财政政策理论探讨中朝两国政府跨境经济合作区的模式、实施途径以及推动机制。

The establishment of cross-border economic cooperation zone With geographical advantages and economic complementarities to our two countries is adapt to the inevitable developing trend of economic globalization and regional economic integration. The paper focuses on three aspects. Firstly,to China and the DPRK government revitalization of the planning as the breakthrough point,the two countries is based on the two governments of regional development strategy,through the comparison about the present situation of the economic development of the two countries,analysis of the feasibility of cross-border economic cooperation zones and the obstacle between the two countries; Secondly,based on the comparative advantage of two places,summed up the priority areas of crossborder economic cooperation and favorable factors between the two countries; Finally,based on the theory of fiscal policy in our country to discuss the model of cross-border economic cooperation zone,way of implementation and promotion mechanism both countries government.
