河北省企业技术创新政策效果分析

Analysis on the Policy Effect of Enterprise Technology Innovation in Hebei

技术创新政策对企业开展技术创新活动发挥着重要的催化和润滑效应,它可以有效地促进企业技术创新能力的提升、技术创新环境的改善和技术创新绩效的实现。在深入剖析河北省企业技术创新政策体系现状的基础上,建立了包含1个一级指标、3个二级指标和18个三级指标的企业技术创新政策效果分析评价指标体系和评价模型,从时间序列上对河北省企业技术创新政策效果的纵向发展演变态势进行了评价研究。并以全国30个省区的评价结果为基础,开展了河北省企业技术创新政策效果的横向对比分析,依据河北省企业技术创新政策效果与先进省区存在的差距,提出针对性的对策和建议。

Technical innovation policy on enterprise technology innovation activities plays an important catalytic and incentive effect. It can effectively make contribution to the promotion of enterprise technology innovation ability,the improvement of enterprise technology innovation environment,and the realization of technology innovation performance. On the basis of the detail analysis of enterprise technology innovation policy system in Hebei,this paper establishes an evaluation index system and an evaluation model for enterprise technology innovation policy effect, which include one primary index,three secondary indicators and eighteen tertiary indicators. The vertical development and evolution trend of enterprise technology innovation policy effect were evaluated from time series for Hebei. Based on the evaluation results of the 30 provinces in the country,the horizontal comparison of enterprise technology innovation policy is carried out. Then according to the gaps that exist in enterprise technology innovation policy between Hebei and the advanced provinces,the corresponding countermeasures and recommendations are proposed.
