电信基础设施共建共享规划后评估研究

Research of Post-assessment for the Telecom Infrastructure Co-construction and Sharing Planning

为了对共建共享规划进行后评估,构建了共建共享规划后评估指标体系,运用层次分析法(AHP)及模糊综合法对后评估体系进行了研究,并通过对国内某运营商某省公司共建共享规划进行后评估的实证分析,表明该省公司共建共享规划实施情况总体较好。实证研究论证了该体系及分析方法的适用性和评估结果的可信性。

This paper constructs an evaluation indi- cator system for the post-assessment of infrastruc- ture co-construction and sharing planning by using AHP and fuzzy comprehensive method, and takes the case of one provincial company of China Mobile Group as an example for empirical analysis. The re- sults show that the planning of the provincial com- pany＇s co-construction and sharing has got a good implementation. In this paper, the empirical study demonstrates the applicability of the system and analysis method, and the credibility of the evaluation results.
