国外频率回收补偿机制研究

Research of Overseas Spectrum Redeployment and Compensation Mechanism

多国将频率资源回收再利用作为频率管理的重要手段,美国、英国和法国等国均采用直接经济补偿或其他经济手段补偿因频率回收而受影响的频率原有使用方,从而加快频率回收进程提高频谱使用效率。各国均在法律框架下确定补偿机制和金额,全面的经济补偿应包括频率退出费用和原有设备剩余价值费用。最后提出了我国频率回收再利用补偿机制的建议。

Many countries have already considered spectrum redeployment as an important method of spectrum management. US, UK, France and other counties prefer directly or indirectly financial com- pensation for the loss of existing spectrum users to accelerate spectrum redeployment and promote spec- trum efficiency. These countries have established ro- deployment compensation mechanism and standards under the frames of the laws. Comprehensive finan- cial compensation includes spectrum redeployment cost and residual value of existing user devices. Some spectrum redeployment advices for China are also proposed finally.
