摘要
道路交通拥堵是城市交通的一大特点,已经严重制约社会经济的发展和人民的正常生活。警力资源不足是当前公安交通管理部门面临的较大难题,管理上缺乏针对性,尤其对道路交通的堵点和乱点缺乏量化指标。如何将有限的警力资源投入到无限的管理工作中去,还要取得较好的效果;如何让公安交警部门对辖区路网的交通拥堵能进行量化性的宏观和微观评价分析,并制定相应有效的拥堵治理措施,以取得实际效果,是当前所迫切的需求。在分析了现状、指出了问题后,提出了以"没有最好、只有更好"为原则建立交通评价系统的方法。
Traffic congestion is a major feature of city traffic, has seriously restricted the development of social economy and people＇s normal life. Police resource is a big problem of the public security traffic management department. Management is lack of pertinence, especially on road traffic jam point and messy point. How put the limited police resources into the unlimited management work, and want to achieve good results. How to make the traffic police department on the area of road traffic congestion can quantify the macroscopic and microscopic evaluation and analysis, and to formulate the corresponding effective congestion control measures, in order to obtain actual effect, is the current urgent demand. Analysis of the present situation, points out the problems, put forward to establish traffic evaluation system method according to ＂no best, only better＂ principle.
