摘要
城中村改造过程中土地增值收益的分配,是城中村改造中的焦点问题。在实地调研的基础上,对洛阳市城中村改造的现状和模式进行归纳,并分别对城中村拆迁前、拆迁中和拆迁后的土地增值收益在村民、村集体、政府和开发商四个主体之间的分配进行分析和评价,指出分配中存在的问题,最后为合理分配城中村改造的增值收益提出对策和建议。
The distribution of the land value-added income is a focus problem in urban village transformation. On the basis of on-the-spot investigation, this paper summarized the current situation of village reconstruction and patterns in Luoyang. Then, the paper analyzed and evaluated the distribution of the land value-added income among the four subjects: villagers, village collectives, government and developers in term of time before the demolition, during the process of demolition and after the demolition, pointed out the existing problems. Finally, the paper put forward countermeasures and suggestions for a reasonable distribution of the land value-added income in the renovation of urban villages.
