新中国成立前夕和初期,中共中央和毛泽东提出向社会主义"突然过渡"战略构想。但是建国后在恢复国民经济和巩固新生人民政权的实践过程中,毛泽东改变了原来的设想,酝酿、提出过渡时期总路线,实行"逐步过渡"战略,这是历史实践发展的客观结果。
