The main capital source of American highway construction and maintenance is introduced and the current problems of road construction investment and financing system centering on fuel oil tax are stated. With the investment and financing system in our countryg highway construction and the current developing stage and from the view of highway special fund source and usage, the advanced points of developed countries＇management system are studied, so that we can better propel the highway construction investment and financing structural reform.
