反科层治理:机制、效用及其演变

Anti-Bureaucratic Governance:Mechanism,Effect and Evolution

反科层治理是我国常规科层治理之外存在的非常规化、非制度化、非正式化的治理方式,对反科层治理的机制、效用及其演变进行理论阐释,有助于更好地理解我国治理环境下国家治理的特殊性。反科层治理主要包括典型治理、运动治理与工作队治理三重基本治理机制。它以科层制为依托,有效弥补了科层制的治理不足,成为执政党解决社会问题,实现国家意图的有效治理工具。反科层治理在提升治理有效性的同时也存在内在的逻辑困难,表现出制度化与合法性的双重困境,因此,这一治理模式必然呈现出社会常态化条件下的适应性演变状态。

Anti-Bureaucratic governance is unconventional, non-institutionalized, informal governance which lies outside the routine bureaucratic governance. Theoretical interpretation of its mechanism, effect and evolution contributes to the better understanding of the particularity of state governance in the context of the Chinese governance. Anti-Bureaucratic governance mainly includes three basic governance mechanisms： typical governance, movement governance and team governance. Taking bureaucracy as support, it effectively makes up for the insufficiency of the bureaucracy and has turned into governance tool for the ruling party to solve social problems and achieve intention of state. The Anti-Bureaucratic governance also has its intrinsic logical difficulties in improving governance effectiveness. It shows two dilemmas of institutional and legitimacy, and therefore must present the adaptive evolution under social normalization conditions.
