Administrative Culture, Administrative Ethics, and Administrative Responsibility

库珀的行政伦理观就本质而言是一种责任行政理论。行政伦理作为公共行政管理的灵魂,在中国现实行政行为中主要涉及政治与行政格局、宏观行为主体内部格局以及行政机构与公民格局。以这三大利益格局为基础,可以解剖出中国行政伦理的责任层面和协调层面,借鉴行政人员伦理思考水平和决策能力的责任基础,以及道德品质、组织制度、团体文化与社会期望作为相互作用的结构性要素。
