Soft Power Construction of the View of Government Innovating Social Management

随着社会管理创新的呼声日益高涨,不同学科背景的人都参与了讨论,为社会管理创新出谋划策,在许多问题上初步形成一定共识。但理论一旦与社会管理的现实困境联在一起时,却发现学理的分析并不明显有助于现实问题的解决。因此,有必要采取软权力与硬权力的研究进路,形成一种更具洞察力和分析力的理解框架。在分析软权力的特点、功能及运用原则基础上,也提出软权力行使过程中应遵循的一些基础原则。

With the increased voice of social management innovation, a lot of scholars with different academic backgrounds participate in the discussions, provide advice and suggestions for the social management innovation, and initially reach a consensus on some issues. However, once the theory is used to explain the reality dilemma, we find that theoretical analysis does not significantly contribute to solving realistic problems. Therefore, it is necessary to adopt the approach of soft power and hard power to form a more insightful and analytical framework. Based on the analysis of the feature, function and applying principle of soft power, we put forward some basic principles that should be followed during the exercising process of soft power.
