摘要 2013年2月,美国与欧盟决定就TTIP举行谈判。旨在通过扩大双边贸易和投资,以促进经济增长、创造就业,最终摆脱金融危机的影响;提高国际竞争力,应对新兴经济体的挑战;在世界贸易组织(wT0)之外解决"边境线后"的贸易壁垒问题,并为21世纪的国际商品一投资一服务贸易制定新的国际规则。这一协定一旦达成,将会强化以美国为首的发达国家在当今国际经济关系中的主导地位;新一轮区域主义浪潮的形成将对以WTO为核心的多边贸易体系带来严重冲击;围绕21世纪国际经济规则的竞争将变得更加激烈;很可能会在发达国家及与其有着紧密经贸联系的国家引发新一轮改革开放。 The US and the EU have decided to conduct TTIP negotiations in February,2013.The negotiations aim to expand bilateral trade and investment and promote growth,increase jobs and ultimately shake off the fallouts of the global financial crisis.The pact will help improve the international competitiveness of the US and the EU so that they can manage to compete with the emerging-market economies.Through the TTIP,the US and the EU can solve the problem of 'behind-the-border' trade barriers and establish new international rules for goods-investment-service trade in the 21 st century.Once the TTIP is signed,the leading role of the developed countries led by the US in the current international economic regime will be strengthened and the formation of the new round of regionalism will bring serious impact on the WTO-centered multilateral trade regime.Competition centered on the establishment of international economic rules will become fiercer and possibly it will lead to a new round of reform and opening-up in the developed countries and those that have close trade relations with them.
