The Path-Choosing and Policy Framework of Agriculture Implementing Global Strategy in China

通过分析我国开放型农业的贸易增长、结构变化与替代效应,以及农业"走出去"存在的问题,提出从进口多元化、境外农业投资、新型农业合作以及战略贸易、全球交易中心的"五位一体"战略构建全球农业战略的基本框架,进一步提出实施全球农业战略需制定扩大农业对外开放、深化农业管理体制改革、健全农产品贸易投资协调机制、改善农业对外开放环境等支持政策,以及建立境外农业投资与合作机制、加强和完善政策支持体系、加强境外农业投资与合作的公共服务、对发展中国家农业发展实施战略支持政策、探索建立全球大宗商品交易中心等保障措施。

Through the analyses of the trade growth of China＇s opening agriculture, structural change and the substitution effect, and the problems of agricuhural ＂going out＂, we propose the establishment of the basic framework of global agricultural strategy through import diversification, foreign agricultural investment, new agricultural cooperation, strategic trade and global trade center in the ＂Five-in-One＂ strategy. Furthermore, we put forward that implementation of the global agricultural strategy should establish supporting policy of expanding the opening up of agriculture, deepening reform of agriculture management system, improving agricultural product trade and investment coordination mechanism and improving agricultural environment of opening up to the outside world, and the safeguard measures of establishing overseas agricultural investment and cooperation mechanism, strengthening and improving the policy supporting system, strengthening the public service of overseas agricultural investment and cooperation, providing strategic supporting policy for the agricultural development of developing countries, and exploring to set up global commodities trading center.
