北极理事会“域内自理化”与中国参与北极事务路径探析

On The “Field Self- governance” of the Arctic Council and the Path for China to Participate in the Arctic Affairs

环北极国家确定的"外部排他、内部协商"北极事务治理模式,推动了北极理事会"域内自理化"趋势的发展。中国获得北极理事会正式观察员地位虽表明其在北极治理结构中的大国地位得到承认,但并未根本改变被边缘化局面,这是由北极理事会扩容的"门罗主义"逻辑所决定的。中国在获得北极治理参与权的同时,如何积极参与北极事务而又不致引起相关国家的恐慌和担心,需要有的放矢地进行对策谋划。

The governance mode of 'excluding exterior countries and negotiating among interior ones'confirmed by the Arctic countries has pushed forward the development of Arctic Council's 'field self- governance'.Obtaining the observer status in the Arctic Council,China is recognized as an important power in the governing structure of the Arctic.However,due to the 'Monroe Doctrine'adopted by the Arctic Council,China did not change its marginalized role.The future development trends of the Arctic Council,which is the most significant governing mechanism,are closely related to China's legitimate rights and interests in the Arctic.China should actively participate in the Arctic affairs without arousing concerns.
