摘要
流域规划是流域水资源可持续开发利用的制度性安排,流域规划在促进流域水资源的合理开发和综合利用,协调流域内社会、经济和生态各方面的关系,充分发挥河流的最大综合效益方面发挥着重要的作用。文章分析了莱茵河、多瑙河、泰晤士河、田纳西河和墨累—达令河流域最新规划的特点,结合我国流域管理规划的现状,提出了对我国流域规划制订和实施的建议。
River basin plan is an institutional arrangement for sustainable development and utilization of a river basin. River basin plan plays important roles in promoting rational development and utilization of water resources, coordinating the relationships between society, economy and ecology, and giving full paly to the maximum comprehensive efficiency of a river basin. This paper analyzes the features on latest plans of the Danube River, the Thames River, the Tennessee River and the Murray-Darling River, and based on the current situation of river basin management planning in China, proposes several recommendations on the development and implementation of river basin plan.
