Analysis of the Inconsistencies in US GMOs Regulatory System

美国作为世界上转基因作物生产与出口的第一大国,对其转基因作物的商业化采取了宽松的监管模式。然而实践中,系统性环境风险、转基因环境污染等所引发的经济和社会问题、食品安全问题的诉讼增多,暴露了该监管模式的不协调问题。梳理并分析这些问题,对我国转基因监管制度建构的完善具有参考价值。

As the leading country for production and exportation of genetically modified organisms （GMOs）, United States has adopted a loose policy on GMOs monitoring. However in practical, systematical environmental risk, genetically modified plants contaminations have already incurred severe social and economic problems. Besides, there are increasing numbers of genetically modified food safety claims. Such claims and problems have revealed to us the internal and external imbalance and inconsistency about the GMOs monitoring system in US. This paper is focus on identifying and analyzing these inconsistencies in order to promote the establishment and development of a more comprehensive and balanced GMOs monitoring system in China.
