中东地区的防核扩散治理机制建设探析

Exploring the Nonproliferation Governance Regime Building in the Middle East

本文以机制建设为分析视角,讨论中东地区的防核扩散治理机制建设。本文认为,中东国家若以地区安全论坛为对话平台,通过在争议较小的非传统安全领域开展的合作治理行动增进信任,在防核扩散问题上引入"分步走"的治理措施,将更有可能在防扩散治理机制建设方面取得进展。

This article discusses the nonproliferation governance regime building in the Middle East based on the perspective of regime building. On the basis of assessing the situation of nuclear proliferation in the Middle East, this article analyzes the reasons why the CBM-oriented and NPT-led approached are difficult to succeed, and discusses how a nonproliferation governance regime can be built in the Middle East. This article argues that it would be more likely for the Middle East countries to make progress in building nonproliferation governance regime by means of setting the Regional Security Forum as the platform for dialogue, increasing confidence through conducting cooperative governance in less contentious non-traditional security issues, and adopting step-by-step measures in nonproliferation governance.
