A research on developing evaluation indicator system for National Project of "New Rural and New Family"

目的:建立新农村新家庭评价指标体系。方法:采用Delphi法进行两轮专家意见咨询,构建新农村新家庭评价指标体系。结果:所选专家从事专业年限平均24.36年,两轮咨询专家的积极系数分别为100.00和97.33,权威程度平均值为0.846,其协调系数也有统计学意义(P<0.05)。筛选出53个评价指标。结论:专家的代表性较强,积极性高,权威性、协调性较好,用Delphi法建立新农村新家庭评价指标体系成功、有效。

Objective： To set up an evaluation indicator system for the National Project of ＂New Rural and New Family＂. Methods： Two rounds Delphi consultations were conducted for developing a set of indicators for the National Project of ＂New Rural and New Family＂. Results： Forty experts engaged in their current profession for 24.36 years on average. The enthusiasm coefficients of specialists in two--round consultations were 100% and 97.33 %. The mean of authorities was 0.846. The coordination coefficients had statistical significance （P〈 0.05）. After two--round consultations, 53 evaluation indicators were remained in the final. Conclusion： It is practical and efficient to use Delphi method to establish an evaluation indicator system for ＂New Rural and New Family＂.
