This paper compares the development of cultural industries in China and South Korea and finds following facts： China＇s cultural industries start late, develop fast, but unevenly, largely depend on the local market. The paper also analyzes the roles of government and market in cultural industries and suggests a） Chinese government should improve related laws and policies in cultural industries, and support cultural enterprises by fund, technology and personnel training; 2） Chinese cultural enterprises should be innovative in technologies and operations; 3） the China-Korea cultural industries cooperation should focus on personnel training cooperation, cultural exchange market cooperation step by step.
