国际工程作为一种跨国的经济活动,一般主要采用招投标方式进行工程施工的承发包,通过公开竞争招标来优选承包商。久而久之,国际上就形成了一套国际性惯例的招标程序,要求进行承包活动的双方按照该套招标程序进行承发包,以此达到承包方和发包方条件与要求的优化。
