Recognition and Root Blocking to Major Mass Incidents in Social Management Innovation Perspective

当前由众多深层社会矛盾积聚而成并日渐多发的各类群体性事件,尤其是重大群体性事件凸显现阶段社会管理的滞后,并对加强和创新社会管理形成了"倒逼效应"。需要在科学、理性认知重大群体性事件的目标、性质和功能的基础上,以社会管理理念的重塑为前提,以社会管理方式的转变为突破口,以社会管理制度的创新为根本,不断提高社会管理能力和水平,构建更为长效的重大群体性事件源头阻断机制。

Nowadays, due to the accumulation of all various types, especially major ones increasingly take kinds of deep social contradictions, mass incidents of place, which highlights the lagging of the current social management, calling for reinforcement and innovation in it urgently. Therefore, we should continuously improve our social management level and scientifically and rationally establish a long-lasting root blocking mechanism to- wards major mass incidents, with cognition to their objective, natures, cause and functions, on the premise of remodeling the social management philosophy and reshaping the management system.
