A New Framework for Public Health Management: Collaborative Public Management

目的从理论层面分析协作性公共管理在卫生管理中的重要作用,以期对目前正在深化的医改工作提供借鉴。方法通过查阅文献、实际调查、个别访谈等方法进行分析研究。结果协作性公共管理已成为新时期地方政府管理公共事务新的战略选择,而我国公共卫生管理协作不畅,效率不高,卫生资源协作整体优势有待挖掘,需要加强相关方面协作。结论在卫生资源相对不足和城乡居民卫生服务需求较快增长的形势下,应在政府间、相关部门间、卫生系统内部建立起协作性公共管理新机制,最大化发挥现有卫生资源作用,以更好地保障城乡居民健康。

Objective To analyze the importance of collaborative public management in health management from theoretical level, to provide useful reference for the deepening medical reform. Method Literature study, investigation, individual interview, and data analysis were used. Result Collaborative public management has become a new strategy of local government in the management of public affairs in the new period. In contrast, China＇s management of public health cooperation is not smooth, efficiency is not high, the overall advantages of cooperative health resources is to be excavated, and the relevant aspects of cooperation needs to be strengthened. Conclusion Under the condition of the relative shortage of health resources in our country and the health service demand of urban and rural residents increasing rapidly, a new mechanism for networked collaborative public man- agement should be established in the relevant departments within the governments, departments and health systems, to maximize the existing health resources, and to better protect the health of urban and rural residents.
