农家书屋可持续发展组织领导体制研究

Organization and Leadership System of Rural Bookhouses' Sustainable Development

"农家书屋"工程是一项惠及广大农民群众、推动农村文化建设,具有长期性、战略性的国家民生建设工程。从建设的角度看,它是一项农村公共文化建设工程,从发展的角度看它是一项农村公共文化事业;从建设的复杂性来看,纵向涉及到中央到地方各级领导机关的领导和管理,横向涉及到政府各个部门的合作与协调。因此,要保证"农家书屋"可持续发展,必须建立与农家书屋发展相适应,与国家行为相匹配的层级分明、职责明确、事权清晰的符合文化发展规律的组织领导体系。根据构建县(市)、乡(镇)、村三级农村公共图书馆服务体系的要求,提出了建立和完善党委领导、政府主导、行业指导的组织领导体系的思路,为农家书屋的可持续发展提供组织保证。

Rural bookhouses, as a long-term strategic program, will benefit billions of farmers and promote rural cultural construction.From the perspective of construction, it is a rural cultural construction engineering. From the perspective of development, it is a rural public cultural service.From the angle of construction compli- cacy,longitudinally it involves leadership and management from central government to local governments of all levels, and broadwise, it involves coorperation and coordination of different governmental departments. There- fore, to guarantee sustainable development of rural bookhouses, it is necessary to set up a hierarchical organiza- tion and leadership system with specific responsibilities stipulated, which agrees with national behaviors and cultural development laws.To meet requirements of rural library service system, the paper puts forward the idea of constructing and improving an organization and leadership system led by Party committee, dominated by gov- ernments and guided by industry.
