摘要
干部离退休制度是我国社会管理与运行的重要制度之一。干部离退休制度制定运行30年,与中国社会特定的文化、历史、政治、经济背景紧密相关,在互相作用中发展促进。本文从干部离退休制度与社会发展的关系出发,在梳理干部离退休制度的发展与执行历史的基础上,探讨了干部离退休制度对政治文明、社会伦理、主流价值观等方面的积极影响,从理论与实践层面上分析了干部离退休制度的整体设计与运行机制的现实意义。同时,分析了随着社会老龄化程度日益严重,干部离退休制度面临的服务对象和现代社会转型所带来的挑战,提出了我国离退休制度随时代发展而不断完善与调整的方向,对机构设置、管理职能、服务与保障体系建设、老年人力资源利用等方面提出了建议思路。
The officials' retirement system is one of our important systems in social management and operation. It has been carried out for more than 30 years, which is closely related with the specific culture, history, politics and economic backgrounds of the country. Now things are changing and developing. This paper is intended to discuss the positive impacts of the system on political civilization, social ethics, and mainstream values, as well as the realistic valuefor its designing and operating mechanism. Meanwhile, the paper also aims to analyze the challenges caused by transformational development in the modem, ' aging' society. And finally it gives some ideas for adjusting and perfecting the official' s retirement system, including improving institutional setting, management, construction of service and security system, and use of the elderly human resources.
