利益表达视角下的党群关系建设

The Construction of the Relationship between Party and Masses from the Perspective of the Interest Expression

利益表达是利益主体向利益客体提出利益要求的过程。利益表达对党群关系的影响包括三个方面:一是利益表达是党的领导和执政过程的起始阶段;二是中国共产党在利益表达中的角色定位;三是非制度化利益表达不利于党的领导和执政。执政党需要搭建有利于人民进行利益表达的平台,建立健全相应的利益表达机制,提升利益表达客体的服务意识和能力,在规范和畅通利益表达的基础上实行社会成员之间的利益关系和谐,以利益关系和谐导向党群关系和谐。

Interest expression is the process that the interest subjects raise interest demand to the interest objects. The influence of the interest to the relationship between party and masses includes three aspects： Firstly, interest expression is the initial stage of the party＇s leadership and the ruling process; secondly, the role of the Communist Party of China in the interest expression; thirdly, the non-institutionalized interest expression is not conducive to the party＇s leadership and governance. The ruling party needs to build in favor of people＇s interest expression platform, establish and improve the benefit expression mechanism, improve the object of interests expression service consciousness and ability to implement harmony of the interest relationship among social members based on specification and open interest expression, and to guide the harmonious relationship between party and masses through harmonious interests relationship.
