基于项目管理理论的高职院校科研经费管理实践——以江苏财经职业技术学院为例

Practice of Research Funds Management in Higher Vocational Colleges Based on the Theory of Project Management——Taking Jiangsu Polytechinc of Finance&Economics as an Example

项目管理理论强调目标的实现和产品的质量,采用团队化工作模式,其成功的评价标准包括时间、成本、范围、质量和资源等5个方面。针对高职院校科研经费传统管理模式中过程管理、人员认识、预算编制、开支结构、科研成本核算、经费使用效益等方面的问题,分别应用项目管理理论中的项目整体、项目沟通、项目时间、项目范围、项目成本、项目采购、项目质量、项目人力资源和项目风险等9大管理,提升了科研经费使用效益,推动了高职院校科研经费管理的科学化与规范化。

Project management theory emphasizes on the goals realization and the product quahty, it uses team work model, and its successful evaluation criteria includes time, cost, scope, quality and resources. In accordance with the problems of process management, personnel, budgeting, cost accounting, financial expenditure in tradi- tional management model, using Project management theory into the management of scientific research funds in higher vocational colleges, apply overall project time, project scope, project communications, project time, project costs, project procurement, project quality, project human resource and project risk management, promoting the scientification and standardization of the management of scientific research funds in higher vocational colleges.
